TOKYO — Mega-disasters like Japan’s earthquake-tsunami are deadly and dramatic, but economists who study them are in near-total agreement: They don't cause much long-term economic damage, particularly in developed countries.
But in Japan, that rosy outlook comes with a caveat. A full recovery would leave Japan merely with the same gloomy economy it had in the first place, well before the northern coastline was flattened on March 11.
Macroeconomists who have studied big disasters around the world over the past decade have found that major economies are generally strong enough to perform a repair job. And in this case, the disaster spread across hundreds of miles, but it didn’t strike an economic center; the battered Tohoku region accounted for just 2.5 percent of Japan’s economic output.
But the world’s third-largest economy must now perform two repair jobs at once, reconstructing a coastline while also grappling with a shriveling population, a growing social-welfare burden and a massive sovereign debt. This latest disaster elongated the list of problems for an economy that already had too many.
“The economy’s long-term trend, fundamentally, doesn’t change,” said Kazumasa Oguro, a macroeconomist at Tokyo’s Hitotsubashi University.
But then Oguro added, “the basic trend before this was deterioration.”
Researchers who study disasters describe a two-step economic impact, with a short-term blow that is followed by a quick, neutralizing wave of private investment, new jobs and government spending.
That’s the pattern Japan saw when a 6.9-magnitude earthquake struck Kobe in January 1995. The industrial port city lost 6,400 people. Some 100,000 buildings collapsed. The country’s economy grew 1.9 percent that year, and in less than 1 1 / 2 years, Kobe’s industrial production had nearly returned to normal.
In the two months since the March double-disaster and nuclear emergency, Japan has endured only the first economic aftereffect, crystallized last week when the government announced that, between January and March, its economy contracted at a 3.7 percent annualized rate. That second consecutive quarter of shrinkage tipped Japan into a recession.
The news doubled as a shorthand for all that had happened since the earthquake. Some 200,000 jobs were lost as a result of evacuation and building destruction, according to one research firm. Toyota suspended all domestic production until April 17 and is now operating at just 50 percent of usual levels. Concerned about Japan’s disaster-vulnerable supply chain, some companies, such as Nippon Steel, drew up plans to expand operations overseas.
The country also faces long-term energy shortages resulting from the damaged Fukushima Daiichi plant and other shuttered nuclear plants. Forced blackouts appear unlikely, but businesses are being asked to conserve energy. To avoid peak electricity times, some automakers plan this summer to close their factories on Thursdays and Fridays — and keep them open on Saturdays and Sundays.
As reconstruction money flows into the disaster region, though, economists expect Japan to experience a period of growth, beginning in the third quarter. Japan’s economy minister, Kaoru Yosano, called the recession a “temporary phenomenon” and predicted that the economy will still expand 1 percent this year.

Some progress seen in Japan's nuclear crisis
FUKUSHIMA, Japan – Japanese officials reported progress Sunday in their battle to gain control over a leaking, tsunami-stricken nuclear complex, though the crisis was far from over, with the discovery of more radiation-tainted vegetables and tap water adding to public fears about contaminated food and drink.
The announcement by Japan's Health Ministry late Sunday that tests had detected excess amounts of radioactive elements on canola and chrysanthemum greens marked a low moment in a day that had been peppered with bits of positive news: First, a teenager and his grandmother were found alive nine days after being trapped in their earthquake-shattered home. Then, the operator of the overheated nuclear plant said two of the six reactor units were safely cooled down.
"We consider that now we have come to a situation where we are very close to getting the situation under control," Deputy Cabinet Secretary Tetsuro Fukuyama said.
Still, serious problems remained at the Fukushima Dai-ichi nuclear complex. Pressure unexpectedly rose in a third unit's reactor, meaning plant operators may need to deliberately release radioactive steam. That has only added to public anxiety over radiation that began leaking from the plant after a monstrous earthquake and tsunami devastated northeastern Japan on March 11 and left the plant unstable.
The safety of food and water was of particular concern. The government halted shipments of spinach from one area and raw milk from another near the nuclear plant after tests found iodine exceeded safety limits. But the contamination spread to spinach in three other prefectures and to more vegetables — canola and chrysanthemum greens. Tokyo's tap water, where iodine turned up Friday, now has cesium. Rain and dust are also tainted.
The Health Ministry also advised Iitate, a village of 6,000 people about 30 kilometers (19 miles) northwest of the Fukushima plant, not to drink tap water due to elevated levels of iodine. Ministry spokesman Takayuki Matsuda said iodine three times the normal level was detected there — about one twenty-sixth of the level of a chest X-ray.
In all cases, the government said the radiation levels were too small to pose an immediate health risk. But Taiwan seized a batch of fava beans from Japan found with faint — and legal — amounts of iodine and cesium.
"I'm worried, really worried," said Mayumi Mizutani, a 58-year-old Tokyo resident shopping for bottled water at a supermarket to give her visiting 2-year-old grandchild. "We're afraid because it's possible our grandchild could get cancer." Forecasts for rain, she said, were also a cause for concern.
All six of the nuclear complex's reactor units saw trouble after the disasters knocked out cooling systems. In a small advance, the plant's operator declared Units 5 and 6 — the least troublesome — under control after their nuclear fuel storage pools cooled to safe levels. Progress was made to reconnect two other units to the electric grid and in pumping seawater to cool another reactor and replenish it and a sixth reactor's storage pools.
But the buildup in pressure inside the vessel holding Unit 3's reactor presented some danger, forcing officials to consider venting. The tactic produced explosions of radioactive gas during the early days of the crisis.
"Even if certain things go smoothly, there would be twists and turns," Chief Cabinet Secretary Yukio Edano told reporters. "At the moment, we are not so optimistic that there will be a breakthrough."
Nuclear safety officials said one of the options could release a cloud dense with iodine as well as the radioactive elements krypton and xenon.
The plant's operator, Tokyo Electric Power Co., temporarily suspended the plans Sunday after it said the pressure inside the reactor stopped climbing, though staying at a high level.
"It has stabilized," Tokyo Electric manager Hikaru Kuroda told reporters.
Kuroda, who said temperatures inside the reactor reached 572 degrees Fahrenheit (300 degrees Celsius), said the option to release the highly radioactive gas inside is still under consideration if pressure rises.
Growing concerns about radiation add to the overwhelming chain of disasters Japan has struggled with since the 9.0-magnitude quake. It spawned a tsunami that ravaged the northeastern coast, killing 8,450 people, leaving more than 12,900 people missing, and displacing another 452,000, who are living in shelters.

"The recent bodies — we can't show them to the families. The faces have been purple, which means they are starting to decompose," says Shuji Horaguchi, a disaster relief official setting up a center to process the dead in Natori, on the outskirts of the tsunami-flattened city of Sendai. "Some we're finding now have been in the water for a long time, they're not in good shape. Crabs and fish have eaten parts."
Before the disasters, safety drills were seldom if ever practiced and information about radiation exposure rarely given in Futuba, a small town in the shadow of the nuclear plant, said 29-year-old Tsugumi Hasegawa. She is living in a shelter with her 4-year-old daughter and feeling bewildered.
"I still have no idea what the numbers they are giving about radiation levels mean. It's all so confusing. And I wonder if they aren't playing down the dangers to keep us from panicking. I don't know who to trust," said Hasegawa, crammed with 1,400 people into a gymnasium on the outskirts of the city of Fukushima, 80 miles (50 miles) away from the plant.
Another nuclear safety official acknowledged that the government only belatedly realized the need to give potassium iodide to those living within 12 miles (20 kilometers) of the nuclear complex.
The pills help reduce chances of thyroid cancer, one of the diseases that may develop from radiation exposure, by preventing the body from absorbing radioactive iodine. The official, Kazuma Yokota, said the explosion that occurred while venting the plant's Unit 3 reactor a week ago should have triggered the distribution. But the order came only three days later.
"We should have made this decision and announced it sooner," Yokota told reporters at the emergency command center in Fukushima. "It is true that we had not foreseen a disaster of these proportions. We had not practiced or trained for something this bad. We must admit that we were not fully prepared."
The higher reactor pressure may have been caused by a tactic meant to reduce temperatures — the pumping of seawater into the vessel, said Kuroda, the Tokyo Electric manager.
Using seawater to cool the reactors and storage pools was a desperate measure adopted early last week; Unit 4's pool was sprayed again Sunday and a system to inject water into Unit 2's reactor was repaired. Experts have said for days that seawater would inevitably corrode and ruin the reactors and other finely milled machine parts, effectively turning the plant into scrap.
Edano, the government spokesman, recognized the inevitable Sunday: "It is obviously clear that Fukushima Dai-ichi in no way will be in a condition to be restarted."
Contamination of food and water compounds the government's difficulties, heightening the broader public's sense of dread about safety. Consumers in markets snapped up bottled water, shunned spinach from Ibaraki — the prefecture where the tainted spinach was found — and overall expressed concern about food safety.
Experts have said the amounts of iodine detected in milk, spinach and water pose no discernible risks to public health unless consumed in enormous quantities over a long time. Iodine breaks down quickly, after eight days, minimizing its harmfulness, unlike other radioactive isotopes such as cesium-137 or uranium-238, which remain in the environment for decades or longer.
High levels of iodine are linked to thyroid cancer, one of the least deadly cancers if treated. Cesium is a longer-lasting element that affects the whole body and raises cancer risk.
Rain forecast for the Fukushima area also could further localize the contamination, bringing the radiation to the ground closer to the plant.
Edano tried to reassure the public for a second day in a row. "If you eat it once, or twice, or even for several days, it's not just that it's not an immediate threat to health, it's that even in the future it is not a risk," Edano said. "Experts say there is no threat to human health."
No contamination has been reported in Japan's main food export — seafood — worth about $1.6 billion a year and less than 0.3 percent of its total exports.
Amid the anxiety, there were moments of joy on Sunday. An 80-year-old woman and her teenage grandson were rescued from their flattened two-story house after nine days, when the teen pulled himself to the roof and shouted to police for help.
Other survivors enjoyed smaller victories. Kiyoshi Hiratsuka and his family managed to pull his beloved Harley Davidson motorcycle from the rubble in their hometown of Onagawa.
"I almost gave up the search but it happened that I found it," the 37-year-old mechanic said. "I know that the motorbike would not work anymore, but I want to keep it as a memorial."

Japan asks for US help in nuclear crisis
YAMAGATA, Japan – Japan reached out Friday to the U.S. for help in reining in the crisis at its dangerously overheated nuclear complex, while the U.N. atomic energy chief called the disaster a race against the clock that demands global cooperation.
At the stricken complex, military fire trucks sprayed the troubled reactor units for a second day, with tons of water arcing over the facility in desperate attempts to douse the units and prevent meltdowns that could spew dangerous levels of radiation.
"The whole world, not just Japan, is depending on them," Tokyo office worker Norie Igarashi, 44, said of the emergency teams at the plants.
Last week's 9.0 quake and tsunami in Japan's northeast set off the nuclear problems by knocking out power to cooling systems at the Fukushima Dai-ichi plant on the northeast coast. Since then, four of the troubled plant's six reactor units have seen fires, explosions or partial meltdowns.
The unfolding crises have led to power shortages in Japan, forced factories to close, sent shockwaves through global manufacturing and triggered a plunge in Japanese stock prices.
"We see it as an extremely serious accident," Yukiya Amano, the head of the U.N.'s International Atomic Energy Agency, told reporters Friday just after arriving in Tokyo. "This is not something that just Japan should deal with, and people of the entire world should cooperate with Japan and the people in the disaster areas."
"I think they are racing against the clock," he said of the efforts to cool the complex.
One week after the quake and tsunami — which left more than 6,500 dead and over 10,300 missing — emergency crews are facing two challenges in the nuclear crisis: cooling the reactors where energy is generated, and cooling the adjacent spent fuel pools where used nuclear fuel rods are stored in water.
Both need water to keep their uranium cool and stop them from emitting radiation, but with radiation levels inside the complex already limiting where workers can go and how long they can remain, it's been difficult to get enough water inside.
Water in at least one fuel pool — in the complex's Unit 3 — is believed to be dangerously low, exposing the stored fuel rods. Without enough water, the rods may heat further and spew out radiation.
"Dealing with Unit 3 is our utmost priority," Chief Cabinet Secretary Yukio Edano told reporters.
Edano said Friday that Tokyo is asking the U.S. government for help and that the two are discussing the specifics.
"We are coordinating with the U.S. government as to what the U.S. can provide and what people really need," Edano said.
A defense ministry officials said that a U.S. military fire truck was standing by to help supply water to the crippled reactor units, though the official, speaking on condition of anonymity because he was not authorized to speak to the media, said the vehicle would be driven by Japanese workers.
On Thursday, military helicopters dumped thousands of gallons of water from huge buckets onto Unit 3, and also used Japanese military trucks normally used to extinguish fires at plane crashes.
Televised footage of the air drops showed much of the water blowing away in the wind, and officials announced Friday they were discontinuing the helicopter missions. But the trucks again began spraying water.
The fire trucks allow emergency workers to stay a relatively safe distance from the radiation, firing the water with high-pressure cannons.
Meanwhile, tsunami survivors observed a minute of silence Friday afternoon at the one-week mark since the 9.0-magnitude quake, which struck at 2:46 p.m.. Many of them were bundled up against the cold at shelters in the disaster zone, pressing their hands together in prayer.
Low levels of radiation have been detected well beyond Tokyo, which is 140 miles (220 kilometers) south of the plant, but hazardous levels have been limited to the plant itself. Still, the crisis has forced thousands to evacuate and drained Tokyo's normally vibrant streets of life, its residents either leaving town or holing up in their homes.
The Japanese government has been slow in releasing information on the crisis, even as the troubles have multiplied. In a country where the nuclear industry has a long history of hiding its safety problems, this has left many people — in Japan and among governments overseas — confused and anxious.
"I feel a sense of dread," said Yukiko Morioka, 63, who has seen business dry up at her lottery ticket booth in Tokyo. "I'm not an expert, so it's difficult to understand what's going on. That makes it scarier."
At times, Japan and the U.S. — two very close allies — have offered starkly differing assessments over the dangers at Fukushima. U.S. Nuclear Regulatory Commission Chairman Gregory Jazcko said Thursday that it could take days and "possibly weeks" to get the complex under control. He defended the U.S. decision to recommend a 50-mile (80-kilometer) evacuation zone for its citizens, wider than the 30-mile (50-kilometer) band Japan has ordered.
Crucial to the effort to regain control over the Fukushima plant is laying a new power line to the plant, allowing operators to restore cooling systems. The operator, Tokyo Electric Power Co., missed a deadline late Thursday but said Friday that workers hoped to complete the effort in 10 to 15 hours, said nuclear safety agency spokesman Minoru Ohgoda.
But the utility is not sure the cooling systems will still function. If they don't, electricity won't help.
President Barack Obama appeared on television to assure Americans that officials do not expect harmful amounts of radiation to reach the U.S. or its territories. He also said the U.S. was offering Japan any help it could provide.
Police said more than 452,000 people made homeless by the quake and tsunami were staying in schools and other shelters, as supplies of fuel, medicine and other necessities ran short. Both victims and aid workers appealed for more help, as the chances of finding more survivors dwindled.
At the Fukushima Dai-ichi plant, a core team of 180 emergency workers has been rotating out of the complex to minimize radiation exposure.
The storage pools need a constant source of cooling water. Even when removed from reactors, uranium rods are still extremely hot and must be cooled for months, possibly longer, to prevent them from heating up again and emitting radioactivity.

"Dealing with Unit 3 is our utmost priority," Chief Cabinet Secretary Yukio Edano told reporters.
Edano said Friday that Tokyo is asking the U.S. government for help and that the two are discussing the specifics.
"We are coordinating with the U.S. government as to what the U.S. can provide and what people really need," Edano said.
A defense ministry officials said that a U.S. military fire truck was standing by to help supply water to the crippled reactor units, though the official, speaking on condition of anonymity because he was not authorized to speak to the media, said the vehicle would be driven by Japanese workers.
On Thursday, military helicopters dumped thousands of gallons of water from huge buckets onto Unit 3, and also used Japanese military trucks normally used to extinguish fires at plane crashes.
Televised footage of the air drops showed much of the water blowing away in the wind, and officials announced Friday they were discontinuing the helicopter missions. But the trucks again began spraying water.
The fire trucks allow emergency workers to stay a relatively safe distance from the radiation, firing the water with high-pressure cannons.
Meanwhile, tsunami survivors observed a minute of silence Friday afternoon at the one-week mark since the 9.0-magnitude quake, which struck at 2:46 p.m.. Many of them were bundled up against the cold at shelters in the disaster zone, pressing their hands together in prayer.
Low levels of radiation have been detected well beyond Tokyo, which is 140 miles (220 kilometers) south of the plant, but hazardous levels have been limited to the plant itself. Still, the crisis has forced thousands to evacuate and drained Tokyo's normally vibrant streets of life, its residents either leaving town or holing up in their homes.
The Japanese government has been slow in releasing information on the crisis, even as the troubles have multiplied. In a country where the nuclear industry has a long history of hiding its safety problems, this has left many people — in Japan and among governments overseas — confused and anxious.
"I feel a sense of dread," said Yukiko Morioka, 63, who has seen business dry up at her lottery ticket booth in Tokyo. "I'm not an expert, so it's difficult to understand what's going on. That makes it scarier."
At times, Japan and the U.S. — two very close allies — have offered starkly differing assessments over the dangers at Fukushima. U.S. Nuclear Regulatory Commission Chairman Gregory Jazcko said Thursday that it could take days and "possibly weeks" to get the complex under control. He defended the U.S. decision to recommend a 50-mile (80-kilometer) evacuation zone for its citizens, wider than the 30-mile (50-kilometer) band Japan has ordered.
Crucial to the effort to regain control over the Fukushima plant is laying a new power line to the plant, allowing operators to restore cooling systems. The operator, Tokyo Electric Power Co., missed a deadline late Thursday but said Friday that workers hoped to complete the effort in 10 to 15 hours, said nuclear safety agency spokesman Minoru Ohgoda.
But the utility is not sure the cooling systems will still function. If they don't, electricity won't help.
President Barack Obama appeared on television to assure Americans that officials do not expect harmful amounts of radiation to reach the U.S. or its territories. He also said the U.S. was offering Japan any help it could provide.
Police said more than 452,000 people made homeless by the quake and tsunami were staying in schools and other shelters, as supplies of fuel, medicine and other necessities ran short. Both victims and aid workers appealed for more help, as the chances of finding more survivors dwindled.
At the Fukushima Dai-ichi plant, a core team of 180 emergency workers has been rotating out of the complex to minimize radiation exposure.
The storage pools need a constant source of cooling water. Even when removed from reactors, uranium rods are still extremely hot and must be cooled for months, possibly longer, to prevent them from heating up again and emitting radioactivity.

U.S. shows growing alarm over Japan nuclear crisis
WASHINGTON (Reuters) – The United States showed increasing alarm about Japan's nuclear crisis on Wednesday and urged its citizens to stay clear of an earthquake-crippled power plant, going further in its warnings than Japan itself.
The State Department said the United States has chartered aircraft to help Americans leave Japan and had authorized the voluntary departure of family members of diplomatic staff in Tokyo, Nagoya and Yokohama -- about 600 people.
"The State Department strongly urges U.S. citizens to defer travel to Japan at this time and those in Japan should consider departing," it said.
As operators of the Fukushima plant tried to douse overheating reactors, U.S. officials warned about the risks of getting anywhere near the area and relied on their own officials for details about the danger.
"The situation has deteriorated in the days since the tsunami and ... the situation has grown at times worse with potential greater damage and fallout from the reactor," White House spokesman Jay Carney told reporters.
U.S. officials took pains not to criticize the Japanese government, which has shown signs of being overwhelmed by the crisis that began after last Friday's devastating 9.0 magnitude earthquake and resulting tsunami.
But Washington's actions indicated a divide with the Japanese about the perilousness of the situation.
U.S. President Barack Obama told Japanese Prime Minister Naoto Kan in a telephone call that the United States will do all it can to help Japan recover, the White House said.
"The president briefed Prime Minister Kan on the additional support being provided by the U.S., including specialized military assets with expertise in nuclear response and consequence management," it said in a statement.
The State Department recommended that U.S. citizens within 50 miles of the plant leave the area or stay indoors.
Japan's government has asked people living within 12 miles to evacuate and those between 12 miles and 18 miles to stay indoors.
PLUME OF RADIATION
Gregory Jaczko, the top U.S. nuclear regulator, cast doubt on efforts to cool overheating reactors, saying workers may be hit with "lethal doses" of radiation.
"It would be very difficult for emergency workers to get near the reactors," Jaczko said.
A United Nations forecast projects the radioactive plume from the Fukushima facility would reach the Aleutian Islands on Thursday and hit Southern California late on Friday, The New York Times reported.
The projection, calculated on Tuesday and obtained by the newspaper, gives no information about actual radiation levels, it said. Health and nuclear experts emphasize that radiation in the plume will be diluted as it travels and will have extremely minor health consequences in the United States, it reported.
The U.S. military has ordered its forces to stay 50 miles away from the plant, the Pentagon said. There are at least 55,000 members of the U.S. forces in Japan and offshore assisting the relief operation.
"All of us are heartbroken by the images of what's happening in Japan and we're reminded of how American leadership is critical to our closest allies," Obama said in Washington.
"Even if those allies are themselves economically advanced and powerful, there are moments where they need our help, and we're bound together by a common humanity."
CONFLICTING REPORTS
The State Department's warning to U.S. citizens was based on new information collected by the U.S. Nuclear Regulatory Commission, Department of Energy and other U.S. sources.
The United States is trying to deploy equipment in Japan that can detect radiation exposure at ground level, U.S. Energy Secretary Steven Chu told a congressional hearing.
The detection system is part of equipment and 39 personnel from the Energy Department sent to Japan, he said. It has also provided equipment to monitor airborne radiation.
The United States is deploying more radiation monitors on Hawaii and other U.S. islands even though it does not expect harmful levels of radiation to reach U.S. soil, environmental regulators said.
Chu declined to tell lawmakers, when asked, whether he was satisfied with Japan's response so far to its nuclear crisis.
"I can't really say. I think we hear conflicting reports," Chu said. "This is one of the reasons why (the United States is) there with boots on the ground ... to know what is really happening."
Beyond the risk to workers at or near the damaged nuclear plant, one scientist, Dr. Ira Helfand, warned of possible widespread contamination of people and land.
"We need ... to focus on the radioactive isotopes being dispersed at some distance from the plant, because this is going to cause a whole different set of health problems," Helfand, past president of the anti-nuclear group Physicians for Social Responsibility, said in a telephone briefing.
The Obama administration has maintained its support for expanding U.S. use of nuclear energy despite renewed fears about its safety after the events in Japan.
But Secretary of State Hillary Clinton said on Wednesday the crisis raised questions about the use of nuclear energy in the United States.
"What's happening in Japan raises questions about the costs and the risks associated with nuclear power but we have to answer those," she said in an interview with MSNBC in which she emphasized the need for a comprehensive U.S. energy policy.
"We get 20 percent of our energy right now in the United States from nuclear power."

The ongoing crisis at Japan's Fukushima Daiichi nuclear plant has turned into what one analyst calls "a slow-moving nightmare," with fires, leaks of poisonous radiation, and mass evacuations.
With events shifting quickly, and a sometimes confusing succession of announcements coming from authorities, it can be hard to get a clear sense of exactly what's happening, and of what to expect going forward. That in turn caused a failure of the reactors' cooling systems, which are needed to keep the nuclear fuel from overheating and melting down and/or triggering an explosion, releasing poisonous radiation into the atmosphere.

Yesterday, an explosion caused the containment vessel covering the Number 2 reactor to crack, releasing into the air a surge of radiation 800 times more intense than the recommended hourly exposure limit in Japan. One third of the fuel rods at the reactor were reportedly damaged. In addition, another powerful explosion blew a 26-foot wide hole in the side of Number 4 reactor, causing fires to break out and a pool containing spent fuel rods to begin dangerously overheating.
The Japanese military tried to use helicopters to dump water from the air to cool the Number 4 reactor, but that plan was abandoned after a third explosion -- this one damaging the roof and cooling system of the Number 3 reactor -- because it would have meant flying a helicopter into radioactive steam. Gregory Jaczko, the top U.S. nuclear official, said today that all the water was gone from the pool containing the fuel rods at the Number 4 reactor -- an assertion denied by a spokesman for the Japanese power company that runs the plant. Water was also poured into the Numbers 5 and 6 reactors, suggesting that essentially the entire plant could be at risk of overheating.
